Project management maturity in construction consulting services: Case of Expo in China

摘要： For many years, project management maturity models (PMMM) derived from the software industry have brought immeasurable benefits. However, the adoption and investigation of PMMM in the construction field have been weak and insufficient, particularly in construction consulting services (CCS). Moreover, professionals have gradually realized the importance of non-process factors (e.g., teamwork, culture, leadership) in the evaluation of PMMM. This study describes the construction of PMMM for CCS that considers non-process factors and combines them with CCS-specific process factors. To verify the effectiveness of the proposed model, we conduct a case study on the overall project management consultancy for China’s 2010 Winter Expo. The results would fill in the PMMM research gap in CCS and provide practitioners with ideas to improve their performance.

绿色低碳新兴产业成熟度评价方法研究

摘要：

今后10~15 年是我国加快培育和发展新兴产业的关键时期，作为我国生态文明建设重要任务的绿色低碳产业发展也将面临重要机遇期。绿色低碳新兴产业以能源新技术、节能环保和新能源汽车为代表，其细分产业的技术特征、规模和发展程度存在明显的差异性，亟待开展与之对应的成熟度评价方法研究。本文在归纳产业成熟度评价的基本理论与通用方法的基础上，明确绿色低碳产业的范畴与定义，辨识相关产业的高质量发展特征；提出了绿色低碳产业成熟度评价模型与指标体系，具体阐述产业成熟度等级合成方法。以生物质热电联产产业为例完成了绿色低碳产业成熟度评价应用研究，分析认为案例产业发展整体达到了较成熟等级，但市场成熟度的进展滞后于工程科技进步。研究建议：建立绿色低碳产业成熟度年度评价机制，组建绿色低碳产业发展信息的权威发布机构，加强我国新兴产业数据库建设及客观评价。

产业体系成熟度评价方法研究

摘要：

本文提出产业体系成熟度概念，新增包括自主可控能力和行业主导能力在内的产业安全可控程度评价因素，构建相应的评价准则和评价模型。这一方法考虑了技术、设备、资金、产品等产业要素供给是否具有独立自主性，评价结果可以反映一国产业安全可控程度的基本状况。应对我国战略性新兴产业宏观研究亟需，完成了25个新兴产业方向的产业体系成熟度评价分析。结果表明，对于研究涉及的25个新兴产业方向，产业体系进入发展阶段或成熟阶段的产业方向数量相对较少，且多数产业方向的安全可控程度评价结果不佳。具体而言，仅有纯电动汽车产业的产业体系处于成熟阶段且产业安全可控程度强；轻薄化增强现实（AR）显示模组，生物医药、生物反应器及成套装置，应急疫苗研发与制备技术3个产业方向的产业体系成熟程度偏低，自主可控能力与行业主导能力均较弱。我国不少新兴产业方向在产业安全可控方面的短板较为突出，在加快构建自主可控的现代产业体系过程中，应注重提高本国资本对核心技术、原材料、标准、品牌等要素的掌控能力。

产业成熟度评价方法研究与实践

摘要：

产业发展遵循着客观的周期性规律，经历从技术研发成熟、制造能力成熟，再到新商品市场完善成熟的必然过程。本研究在新兴产业发展成熟规律的基础上，结合系统工程和数据决策方法，提出了产业成熟度的理论及评价方法，以一致、规范、量化的方法评价技术、制造、产品、市场和产业的发展状态，通过综合集成第三方评审专家的评价和判断得出产业发展状况的综合评价结果，并对“十三五”末（2020年）的产业方向进行了预测。以中国工程院重点课题“‘十三五’战略性新兴产业培育与发展规划研究”的材料领域为例，运用产业成熟度评价与预测产业发展趋势，客观地分析产业制约要素，进而有针对性地提出培育与发展政策建议。产业成熟度是分析和评价产业发展状态的有效工具，具有重要的理论意义和实用价值。

Understanding barriers to BIM implementation: Their impact across organizational levels in relation to BIM maturity

摘要： This multiple case study of a contracting firm contributes to understanding the barriers that organizations face during the implementation of building information modeling (BIM) by providing insights into the impact of these barriers across different organizational levels (i.e., from top management to project teams) and by relating these barriers to different degrees of BIM maturity. First, we observe the dominance of barriers related to the motivation, competence, and time capacity of people across all levels of an organization. Second, the cluster of barriers at the middle-management level highlights the important role of this level in reducing these barriers. Third, only those cases with a low level of BIM maturity have struggled with lack of top management support, thereby highlighting the importance of such support in achieving BIM maturity growth. High BIM maturity situations are more prone to externally oriented barriers in attempting to further leverage the benefits of BIM. Our study provides insights on where to focus BIM implementation measures and how to enhance organizational BIM maturity.
