    Developing the energy conservation and environmental protection industry—a new economic growth engine—is an important guarantee for the promotion of ecological civilization construction and the realization of green development in China. This paper proceeds from the development status of this industry to analyze the deep-seated problems affecting China’s energy conservation and environmental protection industry development, study and determine the new industrial development trends in the 13th Five-Year Plan period, and define the development objectives and key projects of this industry, thereby offering strategic suggestions for promoting the energy conservation and environmental protection industry development in China.

    Development of an industry follows an objective cyclical law that is an inevitable progression from technological and manufacturing maturity to a developed market for new products. Based on research into the cyclical law of emerging industries combined with system engineering and data decision making, this thesis uses the industrial maturity levels theory and assessment method to assess the maturities of technology, manufacture, product, market, and industry in a consistent, standardized, and quantitative evaluation method. Comprehensive evaluation results are obtained through the integration of evaluation and judgment data from experts. Finally, this method predicts the emerging industrial trend at the end of 13th Five-Year Plan in 2020. This paper uses the material field in the Chinese Academy of Engineering’s important fund subject of research on the cultivation and development planning of China’s strategic emerging industry in the 13th Five-Year Plan as an example of using industrial maturity levels to assess and predict industrial development trends, to analyze their restrictions, and then to propose targeted policy recommendations.

    China’s strategic emerging industries have made considerable progress in terms of playing an important role in the transformation of economic growth, changing the industrial structure, and stabilizing economic growth since the 12th Five Year Plan. But there are still some problems such as the dearth of core technologies, how allocated resources are dispersed, institutional mechanisms remain inadequate, supporting facilities lag behind. In the 13th Five Year Plan, it is necessary to make innovation in the support methods of strategic emerging industries, changing the traditional government-led development model, setting up the new development model of “market-led government guidance”. Overall, the new approach should use innovative management tools, improve the strategic emerging industries governance system, and promote innovation capacity building to promote the development of strategic emerging industries.

    Technological innovation is an important driving force for the development of the environmental protection industry and is particularly important to promote industrial upgrading and transformation of environmental protection as the new normal. Based on the data from the fourth survey of environmental technology research and development (R&D) situation of 23 820 enterprises related to the national environmental protection industry, with using descriptive statistical method, the state of R&D investment and technological innovation of China’s environmental protection industry in 2011 are analyzed in this study. A qualitative analysis of the factors affecting China’s environmental protection industry’s R&D capabilities is made to help decision-makers to fully grasp the inputs and outputs for R&D in the environmental protection industry.

    This paper analyzes and sorts out the new generation of information technology sector as a strategic emerging industry during the 12th Five-Year Plan. This study also extrapolates the general direction of the industry in terms of technological shifts and industry practices during the 13th Five-Year Plan.     In recent years, the importance of rapid response time to virulent infectious disease is widely recognized. However, the traditional technologies for bioprocess development and manufacturing will not succeed in winning this war. US healthcare companies and related organizations including US Department of Human Health and Service, proposed and started working on the next generation of technology platforms for advanced bioprocess development and manufacturing (ABDM).The development of ABDM is to significantly reduce the timeframe for bioprocess development and manufacturing, making it possible to promptly respond to outburst of pandemic influenza and prevent it from outspreading. Meanwhile, the development of precision medicine also presents new demands to the biopharmaceutical industry. With the demand of small-scale production and fast turn-around time of precision medicine, the duration of development and manufacturing needs to be accelerated significantly. At the same time, the number of sub-groups of the product would increase, and the batch sizes and amount of final product would decrease, as well. To satisfy the demands of small-scale production and fast turnaround time of ABDM, micro- and mini-bioreactor is the key equipment. The major technologies of ABDM include high throughput screening and process development based on micro- and mini-bioreactors, disposable technology, modular unit operations and flexible manufacturing. The development of ABDM will directly strengthen the National Security, improve the welfare of the people, and it also provides great social and economic values. The impact of this platform will radiate to the entire biomanufacture industry, and open a whole new era for the bioprocess development and bio-manufacturing.

    Power produced through solar photovoltaic technology is an important form of renewable energy and also the focus of China’s current efforts to strengthen the global competitiveness of its strategic emerging industries. In this paper, a detailed analysis of the solar energy photovoltaic industry–on both the domestic and international levels–is conducted to assess the development of current and future trends, present state of the industry, and problems faced by China's solar photovoltaic industry. Furthermore, some suggestions and prospects for the healthy future development of the photovoltaic industry are also presented.

    Nuclear power technology industry is an important component of the new energy industry, which is one of the China's strategic emerging industries, and the development of nuclear power meets with our strategy of green low-carbon energy. According to the route that the scientific and technological breakthroughs leading to product upgrades, increasing the production capacity and industrial development, the article systematically analysis the nuclear technology foster and development outcomes during the "12th Five-Year", focusing on the development trend of China's nuclear power industry after the Fukushima accident, and the significant feature of HPR1000, the advanced nuclear power technology; put forward the development trends during "13th Five-Year" and even longer term, including the development of fuel closed-cycle system based on the fast reactor, the development of fusion technology to achieve "three-step" strategy, to explore the multipurpose utilization of nuclear energy through small module reactor technology, to achieve the goal of large-scale, sustainable nuclear power industry development, and play a greater role in promoting China's economic stability, sustainable growth, energy & industrial structure optimization and upgrading.

    As one of the essential sector of world's future automotive industry, new energy vehicle will bring big differences to the development of China"s energy, environment, economy, science technology, and society. After the study of supportive policy and product technology level of new energy vehicle industry that is domestic and overseas, and summarizing and eveluating the pros and cons of China's automative industry, the reseach group is here to offer proposals for strategic positioning, route selection, and cultivation priority for future develpment of China's new energy vehicle industry.

    Satellite application is the key development direction of the emerging strategic high-end equipment manufacturing industry in China. With the objective of defining the concept and scope of the satellite application industry, this paper provides an overview of the domestic and international development status, existing problems and trends in this field. Policy suggestions to promote the satellite application industry are proposed in this paper, including enhancing innovation capability, accelerating momentous projects implementation, improving policy environment, persistence in military-civil integration development, and adopting a globalization strategy

    This paper presents initial findings on a current approach in public policy to promote green technology diffusion using innovative policy measures, through the case of the electric motor upgrading project (EMUP), and examines the degree of success of local governments in their effort to encourage the adoption of high efficiency motors (HEMs). The barriers to green technology diffusion are explored to showcase the challenges faced by local implementer. This research demonstrates the successes of various regions with an emphasis on Dongguan City, which has enjoyed great success using subsidies and financial tools to promote the use of energy performance contracts as an innovative financing mode. Finally, this article analyzes the methods and outcomes of the EMUP, thus far, in order to explain the reasons behind the success of this initial phase of implementation. Further research will be needed to monitor the progress of this initiative. This article summarizes the policy system and the new model will help to promote the development of energy conservation and environmental protection industry in the strategic emerging industries.

    At present, the strategic emerging industry has become the key to upgrading a country's industrial structure and to winning a priority of economic development. Various countries start to consider the development of emerging industries as a national level strategy and apply a portfolio of policy tools to promote the development of emerging industries. Therefore, research of the important measures adopted by other countries in promoting the development of emerging industries offers important reference for China to carry out relevant policies. This paper mainly analyzes two classical policy tools adopted by developed countries, including government procurement and government subsidiary, so as to provide reference for China to cultivate and develop its strategic emerging industries.

    As an innovative strategic management tool, technology foresight has received increasing interest. There is a large number of related scholarship on technology foresight and its application. The theoretical difficulty is how to conduct technology foresight for different kinds of emerging industries, especially for targeted types of industry innovation in a developing country. Delphi expert analysis is currently the most popular method for technology foresight. This method is undermined by a lack of reliabe and valid big data to support expert experience. The authors propose a new method for patent and technical document analysis for the use of technology foresight for China’s emerging industries.

Since the 12th Five Year Plan, the cultivation and development of strategic emerging industries in China have achieved remarkable results, and played an important supporting and leading role in the application for economic and social development. Strategic emerging industries are crucial for China's economic growth to shift from factor driven to innovation driven, to achieve the Two Centenary Goals, and to seize the commanding heights of science and technology and industry.
