The information construction colleges and universities in China in infrastructure construction has obtained rapid development,and it also has exposed a large number of application and management problems. Only through the IT governance , we can organically combine the information technology in colleges and universities with college's mission and strategic goals to ensure that information construction projects can be seen and controllable, and the risks of information technology and processes can be balanced ,and then the information technology resources can be integrated into a kind of its advantage resource eventually.

This paper delves into the rural orientation depicted in the 7th-edition Japanese spatial planning, rural planning guidelines and contents of typical regions, and rural governance in Japan. Under the guidance of local governments and village selfgovernment committees and by exploring and promoting regional features, Japanese rural planning, construction, and governance focus on traditional culture protection, characteristic industry revitalization, planning formulation, and construction behavior governance. Japan’s experiences have reference significance for China in the aspects of future rural orientation, rural planning target and content, as well as division of rural grassroots governance.

The Karst development characteristics and countermeasure of Yunwushan Tunnel

The revealed karst, karst features and treatment measures are described in detail, and different types of karst-specific countermeasures are put up. At the same time, it is stressed that in the encounter of large-scale high-pressure water-rich cavity filling, macro-scopical analysis and understanding of the geological background governs in determining the treatment schedule. The by-pass schedule pertaining to large-scale karst cavities during construction is put up, and relatively construction organization is modified to ensure the project term target. All these can provide reference for the construction of the long karst tunnels.

This paper mainly introduced Yichang-Wanzhou Railway Dazhiping Tunnel DK133+990 karst excrescent body's hydrogeology characteristics, karst development scale, water inrush and mud burst processes and characteristics of high-pressure water-rich cavern. According to karst cave project, hydrogeology condition and water inrush and mud burst mechanisms, cave processing should comprehensively take many factors, such as construction and operation safety, ect. into consideration, and abide by the principle of "releasing energy to reduce pressure, reinforcing by grouting, supporting in advance and processing comprehensively" .

Comprehensive Treatment of Rural Domestic Sewage in China

Rural domestic sewage treatment is crucial for improving rural living environment, controlling agricultural and rural pollution, and implementing the rural revitalization strategy. In this paper, we evaluated the achievements of rural domestic sewage treatment from the aspects of regulations and standards, treatment scale and technology, and environmental protection education, and analyzed the problems associated with treatment capacity, technology, standards, and operation and maintenance. Rural domestic sewage treatment should adapt to local conditions, focus on resource utilization, and be economical, convenient, and scientifically planned. Key tasks were proposed from the perspectives of treatment mode, technical process, resource utilization, and operating mechanism. The development path we proposed emphasizes systematic treatment and integration of all parties. Moreover, several countermeasures are suggested. Discharge standards should be formulated scientifically for rural domestic sewage as nitrogen and phosphorus in rural sewage needs to be reused for irrigation. Ecological and simple treatment of the rural domestic sewage should be promoted based on the economical and feasible principles. The market mechanism needs to be improved to promote the specialized trusteeship of rural sewage treatment.

Modernization of Public Service Governance in Rural Areas of China

The modernization of public service governance in rural areas is a crucial component for rural governance in China; it promotes the quality of public services and provides a foundation for improving people’s livelihood and realizing rural revitalization. Based on an investigation regarding rural public service governance in 22 provinces (cities and autonomous regions) in China, we summarize the historical evolution and institutional changes of the public service governance in rural areas, analyze the major challenges faced during the modernization of rural public service governance in China, and propose the strategic objectives, development roadmap, and key tasks for 2050. Multiple problems remain in terms of public education, health care, social security, employment training, and public cultural and sports services. Therefore, the key tasks in the future include: (1) building a coordinated infrastructure system between urban and rural areas, (2) modernizing the governance of rural education, (3) improving rural cultural and sports infrastructure, (4) optimizing the public health service system, and (5) improving the social security system in rural areas. To further modernize rural public service governance in China, we suggest that the key governance objects and the supply list of rural public services should be clarified, the intelligent and digital transformation of governance should be accelerated, and collaborative governance by multiple subjects should be encouraged.

Construction of Standards System for Urban and Rural Community Governance

Currently, urban and rural communities have become the new focus of social governance in China; however, the existing standards for urban and rural community governance cannot meet the new demand for governance modernization, and thus a new standards system is required. This study aims to research the development strategy of an urban and rural community governance standards system. In this article, we analyze the demand for standardizing urban and rural community governance in China, summarize the development status of standards systems related to urban and rural community governance in China and abroad, and explore the problems in the standardization in China. Moreover, we propose a preliminary framework and key directions for the standards system, covering general standards, community infrastructure, community information platform, community autonomy, community management, and community service. Considering the focus and weaknesses of urban and rural community governance in the new era, we propose several suggestions from five aspects: Top-level design, pilot demonstration, multi-party participation, overall urban–rural planning, and personnel training.

The Chinese manufacturing industry development have made remarkable achievements. Now it is on the key stage facing transformation, upgrading and special opportunity. However, there are structural and institutional obstacles and imperfect policies, adverse to the transformation from big to powerful manufacturing industry, so it is urgent to conduct the system and mechanism reform and policy adjustment. The reform of the system of manufacturing industry should take the new industrialization as the lead, persist the market direction, and release the activity of labor, knowledge, technology, management and capital of the manufacturing field. Learning the experience and enlightenment from the developed counties, the whole policy system, including the market competition, fiscal, financial and tax, innovation, talent, small and medium-sized enterprises, and opening to the outside world policies, should be further improved, in order to create a good market environment and institutional environment for the development of manufacturing industry.

Progress in the Study of Triacontanol (TA) and the Prospect of Its Application in Agriculture

The purpose of this article is to examine the methods and equipments for abating waste gases and water produced during the manufacture of semiconductor materials and devices. Three methods and equipments are presented in this article to control three different groups of electronic wastes. The first group includes arsine and phosphine emitted during the manufacture in semiconductor materials. The abatement procedure for this group of pollutants consists in adding iodates, cupric and manganese salts to a multiple shower tower (MST) structure. The second group includes pollutants containing arsenic, phosphorus, HF, HCl, NO2 and SO3 emitted during the manufacture of semiconductor materials and devices. The abatement procedure involves mixing oxidants and alkali liquor in an oval column with a separator in the middle. The third group consists of the ions of As, P and heavy metals contained in the waste water. The abatement procedure includes adding CaCO3 and ferric salts into the waste water in a flocculation-sedimentation compact device. Test results showed that all waste gases and water after the abatement presented in this article passed the effluent standards set by the National Environmental Protection Bureau. [1]

Optimization of Organizational Model of Public Food Safety Emergency Management in China

This study aims to explore approaches to integrating multiple stakeholders to participate jointly in public food safety emergency management. We analyzed the evolution and characteristics of organizational models of public food safety emergency management in China and revealed the organizational crux thereof, that is, the deficient bureaucratic model caused by fragmented management. This causes an internal bureaucratic dilemma for government supervision and triggers organizational problems in terms of environmental adaptability, plan operability, information transmission, multi-sector governance, and policy dependence of decision-making and execution. Furthermore, we proposed a three-system-integrated organizational mode and analyzed its operation mechanism from the aspects of organizational structure as well as planning, information, decision-making, and support mechanisms. The three-system-integrated model is the evolution direction for China's public food safety emergency management and will play an active role in encouraging the effective participation of diverse social subjects in social co-governance of food safety risks.

Aiming at the success of the franchise of Nanjing Cioss-River Tunnel, this paper analysis the structure of the risks in the infrastructure franchise and its influences. For it is impossible to get a complete contract between the private sector and the government, the goverment should take some appropriate measures and set up a good governance structure to deal with these risks, which is a key factor to affect the success of franchise.

Building on reviewing the theories of path dependence, this paper analyses the two sources of the path dependence of corporate governance, i. e. Structure-driven path dependence and rule-driven path dependence,and reveals the effect of the path dependence in corporate governance. At last, this paper analyses the developing process of Chinese corporate governance, and points out three kinds of path dependence influencing Chinese corporate governance.

Comprehensive Management Strategy of Underground Space Development in China

Nowadays, there is a strong demand for underground space development in China. Meanwhile, underground space utilization has shown the characteristics of high construction difficulty, long construction period, high cost, and complex social impacts. A systematic and reliable management system for underground space development has not yet been established. Therefore, it is urgent to carry out strategic study on the comprehensive management of underground space development from both theoretical and practical aspects. By analyzing the current situation of underground space development in China, the problems in the comprehensive management of underground space are discussed from the aspects of laws and regulations, high-level design, management system, geological survey, equipment, information resource, intelligent level, and comprehensive benefit. Furthermore, the development strategy and countermeasures for underground space development in China are proposed. Considering long-term strategic objectives and development principles, the future main tasks include the establishment of a comprehensive management system, improvement in management capacity, intelligentization of space management, and reinforcement of emergency response safety management. Specifically, a national unified coordination system needs to be established for underground space comprehensive management; relevant laws and regulations, standards, and regulatory evaluation systems should be improved; technologies and professionals should be encouraged for key equipment development; and urban underground space survey and information management should be promoted.
