Examining the Construction Model of Ecological Civilization in Counties—Taking Wuyuan County in Jiangxi Province as an Example

Abstract:

Ecological protection is critical for the harmonious development of humanity and nature, and ecological civilization construction is fundamental for the sustainable development of China. Wuyuan County in Jiangxi Province, a typical county in central China, has its own characteristics and advantages in ecological civilization construction. This study constructs a “five-dimensional analysis method” for analyzing the ecological civilization construction in counties. The five dimensions include economic construction, political construction, cultural and social construction, ecological service values, and the index system for ecological civilization construction. This method is adopted to summarize the achievements in ecological civilization construction in Wuyuan as well as its successful mode. Corresponding development directions and related policy suggestions are also proposed to promote ecological civilization development. Wuyuan's experience in ecological civilization construction can provide guidance for counties in the whole country.

Surface Water Environmental Carrying Capacity in Water-Deficient Areas: A Case Study on Jingjinji and the Five Northwestern Provinces and Autonomous Regions in China

Abstract:

This study discusses the environmental carrying capacity for surface water in different main functional zones in water-deficient areas, such as Beijing-Tianjin-Hebei (Jingjinji) and the five northwestern provinces and autonomous regions in China. Main function was used as the basic principle to divide control units.This paper analyzes the pollution-bearing capacity of the main functional zones of the Ministry of Water Resources and analyzes pollutant discharge statistics from the Ministry of Environmental Protection. The results show that the ammonia discharge from the priority development regions of Jingjinji and Northwest China is greater than the water environmental carrying capacity, due to emissions from urban life. Pollutant discharge, including chemical oxygen demand (COD) and ammonia, into major agricultural product-producing areas and key protected ecological areas overloaded the capacity of the Jingjinji region, while 19%–73% of the water environmental carrying capacity remained in the five northwestern provinces and autonomous regions in China. Therefore, the environmental and industrial policies for different main functional zones depend on the type of functional zone and on the overloaded condition of the water environmental carrying capacity.

Study on Strategies for the Sustainable Development of China’s Agricultural Resources and Environment

Abstract:

Food security is based on the agricultural resources and environment. At present, China's agricultural resources and environment have been faced with three problems. First, due to the shrinking of sown areas and the quality reduction and spatial pattern changes of cultivated land, China's cultivated land resource cannot provide sustainable support for its food production. Second, the contradiction between "the increasing grain demand and the decreasing water resource" has become obvious and the "north-to-south grain transfer" has been increasingly difficult. Third, the agricultural eco-environment has deteriorated and the service function of the agricultural ecosystem cannot be brought into full play. To solve these problems, we should implement the efficient modern ecological agriculture strategy, rebalancing strategy in the grain production area and the trade substitution strategy. Based on these strategies, relevant policy suggestions are also put forward.

Abstract:

The new project management principle of implementing the total control in large, interdisciplinary, cross-industries and cross-regions systems to promote the transformation of the economic development way in the adjustment of industrial structure and the drive of science and technology innovation etc. was presented and discussed. Using three red lines of water resource exploitation, utilization and protection decided in the Central Water Conservancy Working Conference and the project planning which the author chaired or participated in Beijing and Shanghai as the case, the quantitative analysis on the total control of the water environment and resources engineering was made, which can be referenced by all types of the total project control.

Abstract:

The strategic oil reserve is very important for every large country in the world. In order to meet the basic requirement of the state safety, 3 months strategic oil reserve in every large country was proposed by the different international organizations such as UN, EU, etc. For China, the total amount of strategic oil reserve must be up to about 30 to 90 millions. It is very difficult to achieve it without enormous capita in short time. Based on a new conception as "function reserve" to replenish the "resource reserve", this goal could be more easy to be accomplished.Namely, storing more methanols replaces some percentage of oil. Moreover, the state safety should be ensured. This topic is discussed in the article in detail.

Discussion on some basic problems about environmental geology

Abstract:

This paper discusses mainly the definition of environmental geology and geological environment and their relationship to relevant subjects, and expounds the position of geological environment in the whole natural environment of mankind and the importance of protecting geological environment in overall environmental protection. The paper emphasizes that the central task of protecting geological environment is preventing and controlling geological hazards and the basic way to prevent and control geological hazards is operating along the opposite direction of their formation. It is necessary to strengthen the forecast of geological hazards and to establish a scientific appraisal system for geological environmental quality and capacity.

Abstract:

In the middle of the 21st century, China will be in a period of comprehensive modernization and globalization. China will be faced with the aging population, manpower shortage, and resource shortage. The contradiction between human and resources will be quite sharp, and the environmental governance will become very tough. To ensure the security of food, resources, and ecological environment, the Chinese Academy of Engineering set up a major consulting project named "Research on Key Strategic Issues of Agricultural Resource and Environment in China" to analyze the situation and seek for countermeasures. In accordance with the central government's new development concept of “innovation, coordination, green, openness, and sharing,” this project put forward three strategic directions of "full implementation of the agricultural innovation-driven strategy," "in-depth promotion of the agricultural sustainable development strategy" and "implementation of the agricultural globalization strategy." Eight strategic changes, sixteen strategic measures related to resource conservation, environmental protection, structural adjustment, and regional distribution, as well as ten major projects were put forward.

Project management of hydropower resource development in western China: case study on the lower reaches of the Jinsha River

Abstract:

Hydropower is a key resource in China. In the 60 years'development since the founding of the PRC, especially the past 30 years of reform, China has been in the crucial development of hydropower resources in its western regions. The calls for a number of issues to be properly solved, such as construction management systems in project development, relocation of local populace, hydropower complex construction, environmental protection and project construction procedures are rising at the same time. Taking the hydropower development practices in the lower reaches of the Jinsha River as an example, this paper probes the issue of project management in the development of hydropower resources in western China.

Principle and Method of Modern Agricultural Two-Dimension Optimization Engineering Experiment: A Case Study of Mu Us Sandy Land

Abstract:

Land is the all-important resource and material for human survival and development. Healthy, ecological, and highly efficient farmland is the basis of modern agriculture. Eliminating land use obstacles and improving crop living conditions are improtant for providing healthy and fertile soils for improved crop varieties. This study intends to address the issues of sandy land consolidation and sustainable use in Mu Us Sandy Land area. Soil reconstruction with natural red clay or loess is an economical and ecological method for sandy land improvement. Complex technology systems and patterns are constructed through land consolidation engineering experiments, including sandy land structuralization consolidation, crop varieties optimized selection, and water and fertilizer precision management. Sandy soil oriented consolidation will provide scientific supporting for degraded land consolidation and modern agrciultural development. In the furture, a related land engineering technonolgy system and a whole-chain land project management mechanism should be intensified through soil reconstruction, farmland building, and soil improvement from micro, meso, and macro level, respectively.

Study on the Mode of Ecological Civilization Construction Based on the Water Environment—Cases Study of Hefei City and Chaohu Lake Basin

Abstract:

Excellent practices and experiences in industrial development, resource conservation, environmental governance, ecological protection, and watershed management mechanism are introduced from the urban (e.g., Hefei City in Anhui Province) and river basin (e.g., Chaohu Lake Basin) levels. A “three-water improvement” model for ecological civilization construction in urban and rural areas in Hefei, and a “three-ecological optimization” model for ecological civilization construction in Chaohu Basin are summarized through surveys. Meanwhile, development suggestions are proposed to solve problems existing in water ecological environment construction in Anhui Province, including promoting green economic development, strengthening environmental governance and ecological restoration, establishing a dynamic monitoring and early-warning mechanism, improving the watershed management mechanism, and establishing an ecological compensation mechanism and a marketization mechanism.

Environmental Protection System Engineering and Case Studies of Agricultural Products Producing Areas in Southern China——Taking Poyang Lake as an Example

Abstract:

As an important part of the Middle-Lower Yangtze Plain, the Poyang Lake Plain is an important commodity grain production base in China, with a good environmental quality, a low level of heavy metal pollution in soil, and a low ratio of pollution sites. Therefore, environmental protection system engineering in Poyang Lake agrees with the environmental protection concept of giving priority to protection, and could be a typical and representative case for the agricultural producing areas in Southern China. This paper clarifies the main environmental problems of the Poyang Lake Plain and analyzes the causes. It proposes environmental quality improvement measures and key projects based on a landscape-forest-lake systemic protection concept, which has important guiding significance for the improvement of environmental quality of the main agricultural producing areas in the Poyang Lake area. The results show that environmental pollution in the Poyang Lake Plain is dominated by heavy metal pollution in soil, the proportion of living-source pollution is increased, livestock and poultry breeding pollution has not yet been effectively curbed, and industrial and mining enterprises as well as the background value of heavy metals in soil are the main causes of pollution. Accordingly, measures should be implemented in the following three aspects. First, multiple environmental factors should be combined to strengthen systematic protection and unified supervision. Second, meticulous management should be performed by focusing on the water environment quality. Third, we should attach importance to environmental emergency plans and strictly control the pollution sources that may enter into the soil.

Abstract:

The Characteristics of water and the issue of water resources in China are mainly discussed in the paper. The viewpoint that the situation of water resources in China cann´t be judged simplily by the amount of average yearly precipitation, and the exploitation and utilization of water resources depend on the humen´s control and management are expounded. In general the water resources in China is enough for using, its unbalnced distribution in space-time is the most problem. Lots of experiences about bringing water under control and using water were accumulated by the Chinese farmers in thousand-years-histroy´s practice. Saving water in agriculture is very important,the key measure is to advocate “decentralized storage and decentralized utilization of water” so that the loss and pollutiion of runoff can be controled. In order to raise the efficiency of water use,a series of research and practical work needs to be carried out.
