The Significant Strategic Status of Traditional Chinese Medicine (TCM) Should be Established

Traditional Chinese Medicine(TCM) , based on the philosophic idea of “correlation between man and nature” and “balance between Yin and Yang” and characterized by “integrated concept” and “syndrome identification & treatment determination”, adjusts and activates the self-recuperating ability to rectify its differentiation from normality of human body thus achieving the goal of preventing and treating diseases by means of traditional Chinese medicinal herbs, acupuncture and moxibustion, etc. The idea of “human should be in harmony with nature including bacterium, virus, etc.,but not to exterminate microbe on a large scale”,held and promoted by TCM gives rise to a delicate physiological equilibrium kept between man and microbe, wich is just the development trend of medical science in the future. For thousands of years, TCM has made indelible contribution to the reproduction and prosperity of the Chinese nation, and under the countless attacks of pestilence has never made its people die in millions such as once occurred in Europe. TCM is also characterized by its “simple, convenient, cheap and effective method of treatment” and is especially good at preventing and treating chronic diseases, complicate multi-system diseases and new-type virus diseases. Therefore, only when the sanitation and healthcare system is established can the health of 1.3 billion people in China and the problem of shortage of doctor and medicine for 900 million rural population and large number of poverty-stricken urban population be solved. It is strongly suggested that five promotion projects, namely TCM policy and statute guarantee, TCM qualified personnel cultivation, TCM scientific research, development of TCM in rural areas and TCM administrative system reform, should be carried out in real earnest to make TCM develop in a sustainable way.

Based on literature analysis, expert interviews and field investigation, this paper systematically analyzed the current situation, problems in the development of Chinese medicine health service from pre-disease to after-disease. Moreover, following policy recommendations was put forward, including establishing management system suitable for development of traditional Chinese medicine (TCM) to bring the health-care work of TCM forward, improving the standards and management system of Chinese medicine health services, broadening the service field and innovating service models to promote the development of health service of TCM and promoting the globalization of TCM to propagate Chinese traditional culture.

First, it expounds that the creams of traditional Chinese medicine are rarities of traditional Chinese culture, and traditional Chinese medicine contributes a lot to the multiplication and prosperousness of the Chinese nation. Then, it clarifies the basic characteristics of traditional Chinese medicine. Finally, it points out the way of learning widely from others'strong points and synthesizing innovation for establishing new form medicine system.

This article discusses the essence and characters of the Traditional Chinese Medicine (TCM), as well as the formation and devopment of the TCM theory. TCM as a science, which is aimed to cure the sickness and save the patient, belongs to the category of applied science. It is a natural science with the characters of the social science and humanities. The experience medicine was the dominating content of the ancient TCM, while it progresses to the modernization TCM in the modern times. TCM theory took its source at a great deal of practice which was a long time fight with disease. From the accumulation and integration of the practice experience to the perceptual cognition and then sublimated to rational cognition, TCM theory widely adopted the ideology and method as well as the Weltanschauung of the ancient philosophy and humanities, and then gradually developed to the systemic TCM theory. This article emphasizes that the aim of the TCM modernization is entirely improving its ability of preventing and curing disease. The key of the TCM modernization is constant development and innovation, including the modernization of the herb and medicine as well as the theory of the TCM. This article will especially discuss the content and emphases in the modernization of the TCM theory, and some things that should pay attention to are also included.

Traditional Chinese medicine (TCM) develops rapidly in recent years in China; meanwhile, it faces new challenges and shoulders new historical missions. Moreover, the inheritance and innovation of TCM is crucial for the promotion of the Healthy China initiative. To continuously promote the high-quality development of TCM, this study analyzes the current status and development problems of TCM development from the aspects of theoretic innovation, clinical advantages and evaluation, TCM resource development and utilization, intelligent manufacturing, and globalization. Furthermore, six countermeasures are proposed. First,efforts should focus on the theoretical research of TCM, and a population-based TCM health program is suggested. Second, the existing management mechanisms and systems should be innovated, and innovation trials conducted in key evaluation systems and methods. Third, the TCM talent team construction should be strengthened to improve the clinical diagnosis and treatment levels and scientific research and development of TCM. Fourth, domestic and international resources can be integrated to stimulate the vitality of the TCM industry and promote the comprehensive development and utilization of TCM resources. Fifth, intelligent manufacturing of TCM should be emphasized, and innovative development of theoretical research, technical systems, and personnel training should be coordinated. Sixth, the globalization of TCM should be promoted to realize the integration of TCM with international traditional and modern medicine.

This paper introduces the four stages of independent innovation in Weichai’s 20 years of development. Combined with the research and development of core technologies for the commercial vehicle powertrain system, this paper expounds the understandings of and typical experiences in the innovative development of commercial vehicle powertrain system. It also provides an outlook for the future development of commercial vehicles from the aspects of high-efficiency low-emission internal combustion engines, new energy application, and intelligent connected technology, and shares the future planning and practices of Weichai in the traditional energy and new energy business area.

Since the founding of the People's Republic of China, especially since 1978, China has gained significant achievements in agricultural development. However, at present China is facing new challenges and must further push ahead the process of modernized agricultural construction. In 2003, While the per capita GDP exceeded 1 000 USD in for the first time in history, China was faced with the strategic opportunity of strengthening food and nutrition work. Food security involves quantity, quality, nutrition, resource of food as well as many aspects of work in food industry. It is essential to establish the thought of concerning the vital interests of the people and scientific development outlook, take the “Development Program of Food and Nutrition in China” as the guide, and assure the food security in China in the new era. The 14 years of development of Green Food Cause in China has made important contributions to food security. However, it is essential to do more solid work in green food development scale, technical support and management system, so as to promote even greater development of green food cause and make even greater contributions to food security in the new era and to building a well-off society in an all-round way.
