Experience and Inspiration from Construction of United States National Parks and Gateway Communities

Abstract:

This year is the one-hundredth-year anniversary of the United States National Park Service (US NPS). Over the last one hundred years, the national park system of the United States had become an important national asset that had played a significant role in stimulating economic development and growth as well as enhancing quality of life, especially for the gateway communities. This paper provides a brief overview of the US NPS, including its history, mission, and key planning process and approaches. This paper focuses the discussion on the interdependent relationship between the gateway communities and the national park system, as well as the issues and challenges associated with the recent significant growth of tourists in the parks and of visitors and residents in the gateway communities for both those communities and the parks. This paper uses Rocky Mountain National Park (RMNP) and the town of Estes Park, RNMP's main gateway community, as a case to study and discuss specific issues and successful experiences, and provides a list of lessons learned that can be considered by the research project of the Qinba Mountain Area green & circular development.

Developing and Planning Strategy of China's Villages and Towns under the Background of New Urbanization

Abstract:

Chinese academia has generally recognized that the proper solving of rural issues is vital to China’s modernization and long-term stability of society. In the context of new urbanization, the paper focuses on the key to China's new urbanization policy, which is “to modernize not only the city, but also the rural area”. It also explores important means to satisfy the needs for the modernization of rural areas, in terms of economy, land, management, environment, and culture. Through literature analysis, field investigation, and systematic research, it is internationally proved that proper planning, construction, and management of villages and towns can help guide the orderly and healthy development of rural areas. Therefore, to promote rural development and address the existing “rural problems”, it is crucial for China to establish a set of planning theories and methods to guide the modernization of rural areas, based on rural differentiation, diversification, and greenization. The key lies in respecting the law of rural development, building an integrated urban-rural system with urban-rural distinction, and improving the technical means required in rural development, construction, and protection. Specific proposals on the reform of village planning, construction, and management are also put forward, including laws formulation, system innovation, local design, platform management, environmental renovation, and space construction.

Study on Mode and Strategic Recommendation for New Urbanization Ecological Civilization Construction in China

Abstract:

Over the past 30 years, China’s rapid urbanization process has brought along some issues such as excessive consumption of resources and environmental pollution, as well as other phenomena contrary to ecological civilization, and therefore is unsustainable. The core of ecological civilization and urbanization are people. New urbanization and ecological civilization construction have the same target. Considering the feedback mechanism of the four subsystems (resources, environment, economy and population) to urban development, the concept of ecological civilization should be run through the whole course of urbanization development and urban construction in the aspects of economic, political, cultural, social, etc. In addition, the ecological planning and intelligent design should be done in the urban development on the aspects of production, consumption and infrastructure construction, so as to realize the new urbanization development model with the characters of environment-friendly and resource-saving.

Advances and Applications of Treatment Technology for Sewage Harmlessness and Resourcefulness in Small Cities and Towns

Abstract:

Harmless and resourceful techniques for sewage treatment that are applicable to the implementation in small cities and towns and their development were summarized in order to provide reference for solving the deficiency of water resources and aquatic environment deterioration in China. It emphasizes that the resourceful reuse of wastewater after a harmless treatment with adjusting wastewater treatment measures to local conditions is the direction of waste treatment in small cities and towns in the country. The foreground of the harmless and resourceful techniques to be applied to small cities and towns was analyzed and discussed.

New urbanization based on the engineering management of the ecological civilization

Abstract:

This paper illustrates the scientific base of the ecological civilization and the connotation of its engineering,which understanding the ecological carrying capacity is the core of the ecological civilization construction, like civil engineering relying on the base. This paper proposes the index system of the regional ecological carrying capacity pointing that the new ecological engineering is to adapt to the ecological carrying capacity and the four-ecology principle of the ecological engineering using the Guilin region's water conservancy project as an example. This paper also points out that the new town is an artificial ecosystem that superimposes on the regional natural ecosystem,so the large-scale constructions of new towns should follow the principles of the ecological engineering.

Abstract:

With urbanization accelerated, rapid industrial and economic development, and huge consumption of energy, Chinese urban area are facing a range of serious environmental problems. The same dilemma has been witnessed in UK, Germany and the U.S. successively during the period when their urbanization ratio reached 50 %, and the three developed countries have set up a variety of solutions addressing the mass pollution. Based on profound researches on those solutions and the current pressures and challenges facing to eco-urbanization transformation in China, this paper proposes the strategic solutions for the eco-civilization construction in the process of new urbanization in China.

Environmental Protection Technology of Industrial Buildings Adapted to the Industrial Towns in Northwest China

Abstract:

China’s urbanization has entered a new stage, and exploring differentiated paths for the green development of industrial towns is significant for solving the contradiction between regional economic development and livable environment. There are many heavy industry enterprises in the industrial towns in Northwest China; these enterprises have high pollution and high energy consumption and rely on mineral resources of these regions. Strengthening the air environment control of industrial buildings with high pollution emissions is expected to enahnce the source-control efficiency of pollution, improve the quality of operation environment, and reduce energy consumption for environmental control of industrial buildings. This study identifies the resource endowment and industrial characteristics of industrial towns in Northwest China and clarifies the basic background of conducting industrial building environmental governance. The key air environment problems in industrial towns in Northwest China are analyzed from the aspects of air environment quality and indoor air quality control in industrial buildings. On this basis, an environmental protection technology system that adapts to the industrial towns in Northwest China is proposed, which includes key technologies for improving the energy efficiency of pollutant source capture, new modes of air distribution with high-ventilation efficiency in the indoor environment, efficient dust removal and purification technologies of pollutants, and comprehensive technologies for energy conservation of industrial buildings. Furthermore, we summarize the applicability and promotion values of the abovementioned innovative technology achievements. New measures at the management and monitoring levels and intelligent technologies can be actively used to enhance the application effect of the mentioned technologies.

Research on Several Strategic Issues on Eco-Civilization Construction

Abstract:

To achieve the transition from “industrial civilization” to “eco-civilization” in China, Chinese Academy of Engineering joined hands with China Development Bank and Tsinghua University to launch a major consulting research project “Several Strategic Issues on Eco-Civilization Construction”. From the strategic point of view, the research explores the major strategic issues on combining the three pillars of eco-civilization construction (resource conservation, ecological safety, and environmental protection) with new industrialization, urbanization and agricultural modernization. The research proposes homeland ecological security, allocation pattern of soil and water resources, sustainable energy development strategy, ecological protection and construction strategy, environmental protection strategy, new industrialization strategy, new urbanization strategy, agricultural modernization strategy, green consumption and cultural education strategy, and green transportation strategy during the construction of eco-civilization. As well, it presents the goals and obligatory targets of eco-civilization during the “13th Five-Year Plan” period and the policy guarantee for eco-civilization construction, providing decision support for accelerating eco-civilization construction in China.
