Research on engineering ethics in perspective of engineering community

Micro-ethics in engineering focuses on engineers' personal responsibility and professional ethics, while the rapid development of science and technology stimulates the extensively double spiral between project creation and social development, but the impact of engineering on human and nature shows a runaway trend. Therefore, it is imperative to construct macro-ethics in engineering panoramically from the perspective of engineering community groups. This transformation from micro-ethics to macro-ethics includes four aspects: the relationship between overall project and society;engineers' professional responsibility in a broader, social context; the influence of engineering decision-making in sociopolitical level; the effort of providing high- quality and sustainable environment for future generations. This will be helpful for engineers to put the codes of ethics about using their knowledge and skills to promote human welfare into practice, and for making engineering meet human's "near by" expectation and "far vision" concern.

Combining with the characters of the practicing qualification personnel in construction market, evaluation method based on the self-organizing nerural network is brought out to analyze the credit classification of the practicing qualification personnel. And the impact factors on the credit classification of the practicing qualification personnel, such as the number of neurons, the training steps, the dimension of neurons and the field of winning neurons are studied. Then a self-organizing competitive neural network is built. At last, a case study is conducted by taking practicing qualification personnel as an example. The research result reveals that the method can efficiently evaluate the credit of the practicing qualification personnel; thus,it could provide scientific advice to the construction enterprise to prevent relevant discreditable behaviors of practicing qualification personnel.

China-Africa Cooperation in Edible Fungus Industry Technology

The backwardness in agricultural technology has seriously hindered agriculture in Africa. As a responsible nation with a long history of farming and culture, China can develop a win-win cooperation with Africa through export of its practical production technologies. Since enterprises are the main bodies for China’s agriculture to “go global”, this paper takes Jilin Province Overseas Agricultural Investment and Development Group Limited Company as an example. The competitive edible fungus industry in China and Africa’s own resources and market advantages make it possible for China’s edible fungus industry technology to expand its market to Africa. To promote this cooperation in edible fungus industry technology, suggestions are proposed, including selecting leading varieties suited to local conditions, controlling the production scale expansion speed, strengthening the training of technical personnel, and making full use of preferential national policies.

Ensuring Energy Security in China through International Energy Cooperation

Energy security is an overall and crucial issue related to a country’s economic and social development. It is essential to the country’s development, the improvement of people’s lives, and the long-term stability of society. International energy cooperation has always played an important role in ensuring energy security. As the connotation of energy security shifts toward multiple dimensions, the positioning and main tasks of international energy cooperation are facing renewal and evolution. Based on the latest domestic and foreign situations in the energy sector and considering the new connotation of energy security, this study comprehensively elaborates the positioning of international energy cooperation in China in the new era and analyzes the key issues in the recent international energy cooperation. It is pointed out by the research that the new energy security concept proposes new and higher requirements for China’s international energy cooperation. In the near future, it should focus on promoting the establishment of a diversified import and trade pattern for oil and gas, strengthen the interconnection of electricity with neighboring countries, increase cooperation in advanced energy technologies, and actively participate in and lead the global energy governance, so as to lay a solid foundation to ensure energy security under open-up conditions.

Study on Complex System Based Credit EvaluationSystem of Construction Enterprises

In allusion to the credit crisis of construction enterprises of China, this paper provides a useful solution that builds the Complex System based Credit Evaluation System of Construction Enterprises (CESCE). Based on the introducing of the characters of Complex System, this paper designs the whole structure of the CESCE by the analysis way of Complex System. The database subsystem, evaluation subsystem and information platform subsystem are showed systematically and the credit evaluation index system, analysis model and data processing method are also presented.

With the continuous advancement of the Belt and Road Initiative, China–Laos cooperation in agricultural science and technology has been deepening. Based on the survey on the “China (Guangxi)–Laos Improved Crop Variety Test Station” project, this paper reviews the development and effects of the cooperation, and summarizes the experience and problems. Thus, the paper proposes some suggestions as developing an enterprise operation mode, pinpointing project objectives, and upgrading the project level. With the consideration of both social and economic benefits, cooperative projects could be evolved to national agricultural cooperative demonstration bases that aim to demonstrate high-level technology trials, hoping to provide some effective advice for the agricultural cooperation among Southeast Asian countries under the Belt and Road Initiative

Construction of Cross-regional Cooperative Governance System in Qinba Mountain Area

The solution of regional problems depends on the cooperation among local governments within the same region. Currently,cooperation among local governments in the Qinba Mountain area is inadequate; it lacks systematic planning and overall ideas and has a narrow scope; and overlap in governance and lack of policy coordination between the local governments have markedly constrained the sustainable development of the economy and ecology in the Qinba Mountain Area. To solve these problems, this study proposes a three-level cooperative governance system based on the theory of inter-organizational cooperation networks; analyzes the successful experiences of co-governance in the Yangtze River Basin; and proposes some suggestions, including strengthening overall planning,establishing a specialized agency for coordination at the national level, giving full play to the leading and practicing role of regional key construction projects in cooperative governance, and promoting personnel exchanges among local governments within this area.This study is hoped to provide references for establishing a coordinated governance mechanism among local governments in the Qinba Mountain Area and meanwhile improving their governance effectiveness.

The synergistic use of partially encased concrete and composite girders with corrugated steel webs (CGCSWs) has been proposed to avoid the buckling of corrugated steel webs and compression steel flanges under large combined shear force and bending moment in the hogging area. First, model tests were carried out on two specimens with different shear spans to investigate the mechanical behavior, including the load-carrying capacity, failure modes, flexural and shear stress distribution, and development of concrete cracking. Experimental results show that the interaction of shear force and bending moment causes the failure of specimens. The bending-to-shear ratio does not affect the shear stiffness of a composite girder in the elastic stage when concrete cracking does not exist, but significantly influences the shear stiffness after concrete cracking. In addition, composite sections in the elastic stage satisfy the assumption of the plane section under combined shear force and bending moment. However, after concrete cracking in the tension field, the normal stresses of a corrugated web in the tension area become small due to the ‘‘accordion effect,” with almost zero stress at the flat panels but recognizable stress at the inclined panels. Second, three-dimensional finite-element (FE) models considering material and geometric nonlinearity were built and validated by experiments, and parametric analyses were conducted on composite girders with different lengths and heights to determine their load-carrying capacity when subjected to combined loads. Finally, an interaction formula with respect to shear and flexural strength is offered on the basis of experimental and numerical results in order to evaluate the loadcarrying capacity of such composite structures, thereby providing a reference for the design of partially encased composite girders with corrugated steel webs (PECGCSWs) under combined flexural and shear loads.

FM Radio Based Non-cooperative Bistatic Radar Experimental System

An experimental FM radio based non-cooperative bistatic radar is briefly described, and two related key techniques, i. e. line-of-sight (LOS) signal cancellation and targets detection, are listed in this paper. Other than algorithms appeared in most papers, NLMS based non-causal filters are used to equalize the array multi-channel differences. The LOS signal about 80 dB above the noise level is cancelled completely after joint time-space processing. Civil airplanes are detected 300 km away. Experimental data verifies the simplicity and effectiveness of the proposed method.
