Abstract: The field of engineering management usually involves evaluation issues, such as program selection, team performance evaluation, technology selection, and supplier evaluation. The traditional self-evaluation data envelopment analysis (DEA) method usually exaggerates the effects of several inputs or outputs of the evaluated decision-making unit (DMU), resulting in unrealistic results. To address this problem, scholars have proposed the cross-efficiency evaluation (CREE) method. Compared with the DEA method, CREE can rank DMUs more completely by using reasonable weights. With the extensive application of this technique, several problems, such as non-unique weights and non-Pareto optimal results, have arisen in CREE methods. Therefore, the improvement of CREE has attracted the attention of many scholars. This paper reviews the theory and applications of CREE, including the non-uniqueness problem, the aggregation of cross-efficiency data, and applications in engineering management. It also discusses the directions for future research on CREE.

Abstract:

The guarantee feedstock resources for developing bio-energy in China were introduced in this paper, including land resources, forest resources, straw resource, agricultural residual and organic waste. The significance and developing prospect of biomass energy were presented from a strategic perspective. Main bio-energy products and biomass conversion techniques were reviewed, such as fuel ethanol, biodiesel, biogas and bio-pelletes etc. The goals of developing bio-energy at different stages in our nation from now to 2050 were introduced, and some feasible advices were given from the views of policy, technology and environmental protection.

Task Arrangement of the IPD Process Plan

Abstract:

This paper is related to task arrangement of the IPD process plan. The IPD task feature is discussed in regard to coupling and administrative levels. The stratified and distributing IPD process plan strategy is built. The task arrangement modeling and related Hungary algorithms is given with conception of cost matrix, and then related examples are demonstrated.

Re-electrification in China Under the Carbon Neutrality Goal

Abstract:

As carbon peak and carbon neutrality have been incorporated into the overall layout of China’s ecological civilization construction, electric power will play an increasingly important role in leading green development. Implementing re-electrification to realize clean substitution at the energy production side and electric energy substitution at the energy consumption side is significant for China to achieve carbon peak and carbon neutrality on schedule. In this article, we analyze the concept of re-electrification and propose to help China achieve low-carbon development with re-electrification considering the basic national conditions and resource endowment of the country. We analyze the evolution trend of energy and power in China under different scenarios using a research framework of terminal energy demand—energy conversion system—primary energy structure while considering the factors of economy, technology, policy, and environment. The development prospect of re-electrification is also proposed. The research results show that re-electrification will significantly promote carbon neutrality. In 2060, the proportions of non-fossil energy consumption, clean energy power generation, and terminal power consumption will reach 80%, 90%, and 70%, respectively. Therefore, we suggest that China should (1) coordinate the carbon budget and emission reduction paths of various industries, (2) accelerate the adjustment of economic and industrial structures, (3) promote scientific and technological innovation in key fields, and (4) improve the policy systemfor power and carbon markets.
