Soil Pollution Risk Assessment and Comprehensive Prevention Strategy for Major Agricultural Producing Areas in North China

Abstract:

As the two largest “granaries” in China, the Northeast and Huang-Huai-Hai Plains are the main agricultural producing areas in North China, and the soil environmental risk management and control of these areas are vital to the national food security supply lifeline. This study analyzed the soil heavy metal pollution risks of main agricultural producing areas in North China by the potential ecological risk index method. The high-risk areas of Cd pollution are mainly distributed in Shenyang City in the east of Liaohe Plain, Jinzhou City and Huludao City in the south of Liaohe Plain, Shuangyashan in the Sanjiang Plain, Tianjin City in the Haihe Plain, and Xinxiang City in the southwest of the yellow river flood plain; Hg pollution high-risk areas are mainly distributed in Beijing and Tianjin of the Haihe Plain, and around the Shenyang City of the Liaohe Plain. The chemical industry, followed by the livestock and poultry industry, as well as the metal smelting and processing industry, is the major potential source of heavy metal pollution of soil in the Northeast and Huang-Huai-Hai Plains. This study proposed the “one area, one policy” pollution prevention strategy and key environmental protection projects from the aspects of environment monitoring and warning of agricultural products producing areas, clean production of industrial and mining enterprises, and comprehensive treatment of livestock and poultry pollution, which is based on local conditions and classification guidance. This study can provide important references for the strategic planning of sustainable development of the ecological environment of major agricultural producing areas in North China.

Low carbon scenario and technologies in modern city——Case study of Shenyang City

Abstract:

Taking a multi dimensional perspective of economic development, carbon dioxide,industrial pollutant emission and resource consumption in the case study of Shenyang City, the resource consumption and environmental impact in the process of urban economic development and low carbon transition were analyzed. The emission reduction potential and scenario of various technologies were evaluated. The results showed that the city played a key role in global low-carbon economic construction, and emission reduction technologies in urban scale can reduce total amount of carbon emission in substantial degree. From the aspect of future development, the input of technology and economic growth pattern should be strengthened to realize economic development and total amount reduction of pollutant emission.

Thoughts on Water Resources for Sustainable Development of Golmud City

Abstract:

Golmud City, located in the western part of Qinghai Province, is known as one of the boomtown in the arid northwestern China, so the problems of water utilization are major factors dominating its future. Suggestions on achieving balance between water supply and demand, harmony between mankind and flood in flood control and disaster mitigation are proposed in the paper. According to the development of modern city in the request of the 21st century, it ought to change the present situation of water use for agriculture and industry as well as treatment for water pollution of Golmud City.

Analysis of Medium- and Long-term Coupling Effect of Energy- and Water-Saving Policies in Urban and Rural Areas in Beijing

Abstract:

An energy-water coupling model is established in this paper based on long-range energy alternatives planning (LEAP)
and water evaluation and planning (WEAP), scenarios are then designed to explore the energy- and water-saving effects of different
policies in Beijing in the future and their coupling effects, and sensitivity analysis of the results is also conducted. Results show that the total energy consumption in Beijing will grow gradually by year, while water shortage is unlikely to occur. During the 13th Five-Year Plan, the total energy-saving amount owing to water-saving policies is 1.003 million tonnes of standard coal, and the total water-saving amount owing to energy-saving policies has reached 276 million cubic meters. The energy demand and water demand by residents’living, the service industry, the construction industry, and the traditional manufacturing industry are correlated, as they are critical energy-water coupling sectors. In terms of energy- and water-saving effects in different scenarios and periods, the industrial structure optimization policy shows great energy-saving potentials in the short term, while irrigation technology innovation and planting structure optimization in the agricultural sector have both good energy- and water-saving effects in the short term. A coordinated energy- and water-saving effect can be found in energy-saving scenarios in the service industry and the industrial sector. As for policies in the same sector, regulation on energy use intensity can achieve an obvious coordinated energy- and water-saving effect.

Post-Impact Evaluation of SARS in 2003 on Transportation in China———Loss Estimation of28Provinces in China Based on Background-Trend-Line

Abstract:

The SARS in 2003 is a public health crisis in China.  The passenger transport witnesses serious landslide and suffers a heavy loss.  In this article,  the loss of passenger transport and its regional difference impacted by SARS are analyzed and estimated. The loss of passenger transport is nearly 1. 007 billion person- times in 2003 impacted by SARS crisis, in which the highway transportation loss is 888 million, the railway loss is 105 million, the aviation is 16. 12 million and water carriage is 19. 43 million. As a short breaking event, it starts from March in 2003 for the crisis formation, breaks out in whole from May to June, and enters the decay and comeback from July to August,  and has a compensating from November to December after the crisis. Due to the difference in transport location and epidemic situation,  the loss of passenger transport impacted by SARS in 28 provinces in China can be classified into 4 types. Guangdong, Sichuan and Hebei suffer the most and the loss is over 100 million person-times. The relativity analysis is carried out based on the loss of transportation,  cardinal number in 2003 and the number of infect person of SARS,  and a new spatial forecast model is put forward for space forecast in transport crisis. The model shows that the marginal coefficient of transportation cardinal number is 0. 788 46,  the marginal coefficient of SARS patients is 0. 075 868.

Establishment Regulations of Construction Planning of Eco-county, Eco-city and Eco-province

Abstract:

The purpose of studying and establishing the regulations is to instruct and standardize the establishment of construction planning of eco-county, eco-city and eco-province. The regulations definitely point out that the essential of eco-county, eco-city and eco-province construction is the capacity construction of sustainable development. The main content includes four aspects: eco-economy, eco-environment, eco-society and eco-culture. Based on expatiating the meaning, significance and requirement of construction planning, the regulations put forward the contents of planning and the procedure, method, means and approval procedure of planning establishment. The regulations can be applied to instructing the establishment of construction planning of eco-county, eco-municipality and eco-province in China. Also the regulations can provide help for censoring construction planning and for examining and assessing construction efficiency.

The Study on Standards of Eco-province, Eco-city and Eco-County

Abstract:

The substance of eco-province, eco-city and eco-county construction is raising the ability of a area^ sustainable development, mainly including three aspects: eco-economy, eco-environment and eco-society. The standards prescribed in this article basically reflect the constructing status and development potential in these respects. The standard of eco province is composed of 5 basic conditions and 22 examination indexes in 2 grades; Standard of eco-city is composed of 5 basic conditions and 30 examination indexes in 2 grades; Standard of eco-county is composed of 5 basic conditions and 38 examination indexes in 2 grades. They are applicable to the examination standards for eco-province, -cty and -county constructions on different scales and in different regions and can also be used as the guide and target in the construction of eco-provinces, -citise and-counties.

Application of 3S Technologies to Regional Ecological Function Division —A Case of City of Puyang in Henan Province

Abstract:

The ecological function division is the premise of reconciliation of economy, society and environment 3S technologies are the important guarantee of the accuracy and feasibility for the ecological function division. Taking the city of Puyang in Henan Province as an example, the characteristics and advantages of using 3S technologies for ecological function region division are demonstrated. The 3S technologies can make the data much more accurate, more close to the status quo and more scientific. The spatial analysis function can fulfill the overlay analysis of differently weighed factors. The ecological pattern which deeply influences the ecological function are sufficiently considered in the division process thanks to 3S technologies. All mentioned above greatly improve the reasonability and practical significance of the ecological function division.

Analysis of the progestational eugenic result for agro-pastoralist and floating population in some areas of Urumqi

Abstract:

In order to understand the general state of health of the couples planning a pregnancy,carry out the progestational health education and eugenics counseling work and reduce the risk of birth defects,the data of progestational eugenic health examination for 606 pairs of couples of agro-pastoralist and floating population meeting the policy on birth and planning a pregnancy were analyzed. The number of smoking man is 381,accounting for 62.87 % of the total number of male subjects;the number of passive smoking woman is 324,accounting for 53.46 % of the total number of female subjects. A total of 152 men and women exist bad eating habits;a total of 228 men and women are exposed to pesticides and new fitment,paint and so on. The disease incidence of woman’s reproductive system phlegmonosis is the highest among the diseases detected. The results showed that the subjects are lack of progestational eugenic knowledge and apathy of eugenic sense due to the low educational level,language barriers and other factors. Therefore,we should provide comprehensive guidance for the couples planning a pregnancy according to the results of progestational eugenic health examination,so as to effectively reduce the incidence of birth defects and improve the quality of the population.

Construction of technology system for watershed water pollution treatment and management——exploration and practice of the major water program in Liaohe River basin

Abstract:

The "Major Science and Technology Program for Water Pollution Control and Treatment" is one of 16 major projects of the national medium and longterm science and technology development plan. The Liaohe River basin is one of key basins for state water pollution control. Based on the summary and analysis of water environmental problems, this paper introduces two technology systems including thought, target, framework, and content forwatershed water pollution control and treatment and management in Liaohe River basin. During the "11th Five-year" plan, some research and demonstration projects have been carried out successfully covering aquatic ecological function zoning, water quality benchmarking technology, aquatic ecological carrying capacity, water quality management in the control unit, water pollution control in key industries, and early warning and risk management of water environment. The two technology systems have played a positive significant role in the water quality improvement and ecological restoration of Liaohe River basin. A new water environmental management mode—"zoning, classification, grading, staging" mode— has been established in the whole basin, which will promote the spread of the watershed water quality target management.

Taking Wuhan City for example,combine thewater resources subsystem,economic subsystem,social subsystem,the ecological environment subsystem and water pollution subsystem by using the system dynamic model,build the simulation model,then make comprehensive analysis of the obtained parameter values by osculation value method. In the end,received overall best solution in the process of implementation of“national economic and social development of wuhan city twelfth five-year program”.

Study on the Mode of Ecological Civilization Construction Based on the Water Environment—Cases Study of Hefei City and Chaohu Lake Basin

Abstract:

Excellent practices and experiences in industrial development, resource conservation, environmental governance, ecological protection, and watershed management mechanism are introduced from the urban (e.g., Hefei City in Anhui Province) and river basin (e.g., Chaohu Lake Basin) levels. A “three-water improvement” model for ecological civilization construction in urban and rural areas in Hefei, and a “three-ecological optimization” model for ecological civilization construction in Chaohu Basin are summarized through surveys. Meanwhile, development suggestions are proposed to solve problems existing in water ecological environment construction in Anhui Province, including promoting green economic development, strengthening environmental governance and ecological restoration, establishing a dynamic monitoring and early-warning mechanism, improving the watershed management mechanism, and establishing an ecological compensation mechanism and a marketization mechanism.
