    In order to promote the green and circular development of the Qinba Mountain Area, the Chinese Academy of Engineering launched major consultation project in 2015, the Study on The Green & Circular Development Strategy of the Qinba Mountain Area. On the basis of analysis of the scope definition and the value cognition of the Qinba Mountain Area, this paper studies the path of innovative development of the Qinba Mountain Area, aiming at the contradiction between protection and development. And then this paper puts forward three development strategies, including ecological civilization strategy, regional coordination strategy and anti-poverty strategy, and gives out some suggestions, such as formulating the special planning, setting up the coordination mechanism and strengthening government support.

    The urban areas around the Qinba Mountain Area, located in the geographical center of China, comprise Chengyu urban agglomeration, Guanzhong urban agglomeration, Wuhan urban agglomeration, and Zhongyuan urban agglomeration. Under China’s changed territorial strategy of One Belt, One Road and the formation of multilateral open pattern, coordination of the urban areas around the Qinba Mountain Area is of great significance to support the rise of central China, protect the ecological environment of the Qinba Mountain Area, and alleviate poverty in mountainous areas. However, due to the large geographical distance, the internal connection of the urban areas around the Qinba Mountains is weak. In this paper, based on the experience of foreign megalopolises, the author suggests that the study on coordinated development of the urban areas around the Qinba Mountain Area should be carried out from the following four aspects: Macro pattern judgment, spatial organization, fast traffic connection, and cooperative division of industrial labor.

    The chang of regional positioning will affect the pattern of the development of transportation. From the perspective of the new regional orientation of the Qinba Mountain Area, many problems exist in the process of transport development. This paper analyses the main challenges of the transport development in the process of establishing the national central ecological functional demonstration area and the national park. Subsequently, based on the double requirements of economic and social development in the future and the ecological environmental protection of this area, this paper proposes a general strategy, developing priorities and policy recommendations to progress the construction of the green transport system in the Qinba Mountain Area.

    This paper analyzes the major problems for agriculture development in the Qinba Mountain Area, for example, the contradictions between agricultural development and ecology environment is severe, the transformation of traditional agricultural production is difficult, the differentiation and fragmentation of agricultural resources has an effect on large-scale agricultural management and distribution, and the agricultural products lack well-known brands, have less deep processing and a few of diverse marketing channels and sales platforms. In order to build the green & circular development system for the crop farming, forestry, stock farming and medicinal materials (CFSM) industry in the Qinba Mountain Area, the authors propose six development strategies as follows: improvement of red-line management and environment quality for the mountain ecological environment; science and education leading; ecological agriculture, which depends on the harmonious cycle of crop and stock farming; creating famous brands of traditional agricultural products; developing characteristic under-forest economy; and developing special agro-products processing and marketing.

    This paper highlights the existing problems in the protection and utilization of water resources of the Qinba Mountain Area, and proposes the overall development ideas, objectives and tasks, as well as the corresponding measures with regard to the strategy of the protection and utilization of water resources. The measures involve: ① hastening the development of laws and regulation and finalizing the supporting policies; ② strengthening water conservancy based on laws and the strict implementation of the restrictive region; ③ reforming the present watershed management mechanism; ④ refining the ecological compensation system; ⑤ enhancing the development of water quality monitoring and warning system; ⑥ establishing an emergency response system for large water pollution events; ⑦ developing an innovative economic development model for water based on resource advantage.

    Rich in natural ecology and historical and cultural resources, the Qinba Mountain Area is one of the most concentrated regions in national preserves, forest park, and geological park. Based on the analysis of issues on the value and the protection and utilization of the Qinba Mountain Area resources, as well as the lessons learned from other countries' experiences in establishing national parks, this paper discusses the necessity and feasibility of establishing a National Central Park in the Qinba Mountain Area, and proposes ideas and suggestions for initiation of such a park in the region to enhance the international influence of the Qinba Mountain Area and mediate the conflict between resource protection and alleviation of poverty.

    The Qinba Mountain Area—not only the origin of the world-class mountains and Chinese civilization, but also one of the important ecological-environmental reserves and poverty stricken areas—is conflicted between economic development and ecological protection. In order to comply with the development trend of tourism industry, this paper puts forward the basic ideas to develop the cultural tourism industry and promote the breakthrough of the Qinba Mountain Area development by combining the cultural tourism features of this district. Based on the evaluation of tourism resources, this paper formulates strategic thought, goals, focus area, and spatial arrangements, and proposes corresponding countermeasures and suggestions for the cultural tourism industry in the Qinba Mountain Area.

    Improving regional accessibility is an important mean to carry out poverty alleviation and realize sustainable development in the Qinba Mountain Area of China. This paper studies the accessibility of central cities in the Qinba Mountain Area to surrounding urban agglomerations, and determines the spatial patterns of the region by using the high-speed transportation network identified in National Highway Network Planning (2013—2030) and China's Medium and Long Term Railway Network Planning. The study finds that with the development and construction of the rapid transit network planned by our country, three main radial urban corridors from Xi'an to Wanzhou, Xiangyang, and Luoyang, separately and three secondary urban corridors, namely, the Xi’an—Tianshui, Xi'an—Guangyuan, and Dazhou—Xiangyang—Nanyang—Luoyang corridors will be formed, in Qinba Mountain Area. These urban corridors will lead to the emergence of four vast green fields which are taking Longnan, Bazhong, Shiyan, and Luanchuan as the core. This paper suggests that the future spatial planning should establish the spatial order in the Qinba Mountain Area and arrange the urban corridors and the vast green fields properly to achieve a balance between protection and development.

    The Qinba Mountain Area, which cross the geographic space from north to south, is the central reservoirs and national green lung in China. Due to the topographical conditions, the Qinba Mountain Area has gradually become a distressed area, experiencing enormous conflict between internal environmental protection and socioeconomic development. In the present study, the authors first analyze the layout-related conflict between ecological protection and urban-rural development, as well as the disconnection of green development and urban-rural construction that Qinba Mountain Area faces, and then put forward an "ecology pilot, green-oriented" development strategy. With the "ecology pilot" strategy, the authors delineate the ecological security pattern in the Qinba Mountain Area to realize integration of the living environment with the population, industry, and urban and rural space distribution. With the "green-oriented" strategy, the authors sum up the urban and rural layout mode, construct transportation supporting system and special systems , as well as propose a "green-oriented" model for urban and rural living environment, which can help to achieve the green development of urban and rural living environment in the Qinba Mountain Area and can also provide reference for the construction of urban and rural living environment throughout China.

    As the main national ecological function area and the biggest poverty alleviation area, the Qinba Mountain Area is facing the arduous task of ecological protection and the urgent need for improving people's livelihood. Based on the analysis of the present situation and the problems of industrial development in the Qinba Mountain Area, together with the advantages of local resources and environment, this paper proposes an overall perspective, specific strategies, and safeguard measures on how to realize the green development, transformation, and upgrading of the industries in this area under ecological and environmental limitations, which will provide reference for the future development of regional industries in this area.

    This paper investigates the green & circular development policy system issues of the Qinba Mountain Area. In this paper, the research objects involve five provinces along with one city of the Qinba Mountain Area, which are Shaanxi, Henan, Hubei, Sichuan, Gansu, and Chongqing, respectively, and the research aim is to build a policy system for the green & circular development to support the sustainable development of this region. By discussing with the government departments of the five provinces and the city, field researching to the relevant counties (districts, cities) and countryside, reviewing the relevant documents from the central and provincial government, and in-depth analyzing the existing policies implementation, this paper proposes a framework, basic ideas and the recommendations to build the green & circular development policy system for the Qinba Mountain Area.

    This paper firstly expounds the significance of the green & circular development of the Qinba Mountain Area in the Henan region (Funiu Mountains), and then analyzes the basic situation of the "strong ecological environment" and "weak economic foundation" characteristics of the Qinba Mountain Area in the Henan region from these aspects of the area's geographic and geomorphic features, population, society and infrastructure, economic and industrial development, as well as the regional industrial development planning. Lastly advocates the green & circular development strategy of establishing the industrial development demonstration zone with a green & circular economy on the south and north slopes of Funiu Mountains, by adopting the mode of collaborative development of eco–industry with two-way variation gradient in Funiu Mountains, this paper puts forward specific measures to accelerate the construction of the industrial demonstration zone with a green & circular economy on the south and north slopes of Funiu Mountains.

    In recent years, a major migration program has been underway in the Qinba Mountain Area of China’s Shaanxi Province, and the initiative aims of this program are to alleviate poverty, prevent natural disasters, and improve the life quality for local residents. This paper suggests a longitudinal program of research in the Qinba Mountain Area that focuses on measuring progress in enhancing quality of life for the local population. This research aims at understanding the social implications of migration, and is primarily based on the population's views about their lives. In this paper, three population groups are impacted by the migration program — migrants who have moved to the new urban developments; the extant rural population (some of whom may eventually become migrants); and the residents in existing cities and towns affected by the new urban development. Such research can be used to monitor the program's progress, identify the program's reality effect on each group, and contribute to future planning and policy making in Shaanxi and other Chinese provinces. This paper briefly reviews the theoretical and methodological aspects of quality of life research, and outlines an approach for conducting a study in the Qinba Mountain Area.

    This year is the one-hundredth-year anniversary of the United States National Park Service (US NPS). Over the last one hundred years, the national park system of the United States had become an important national asset that had played a significant role in stimulating economic development and growth as well as enhancing quality of life, especially for the gateway communities. This paper provides a brief overview of the US NPS, including its history, mission, and key planning process and approaches. This paper focuses the discussion on the interdependent relationship between the gateway communities and the national park system, as well as the issues and challenges associated with the recent significant growth of tourists in the parks and of visitors and residents in the gateway communities for both those communities and the parks. This paper uses Rocky Mountain National Park (RMNP) and the town of Estes Park, RNMP's main gateway community, as a case to study and discuss specific issues and successful experiences, and provides a list of lessons learned that can be considered by the research project of the Qinba Mountain Area green & circular development.

Qinba Mountains, located in the central area of China's land territory, are the dividing line between the north and the south of China's climate, the central reservoir, the ecological green lung and the biological gene pool, as well as the important birthplace of the Chinese nation and the cradle of Chinese civilization. Qinba Mountains area is also the largest and most populous concentrated area in China. The contradiction between "ecological highland" and "economic depression" is prominent. The Belt and Road, and the Strategy of Tackling Poverty Alleviation, strengthening the ecological protection of Qinba Mountains and promoting the development of green cycle are of great significance to China's Dream of Building a Moderately Prosperous Society and Realizing the Great Rejuvenation.
