    In this paper, the framework system of engineering management methodology has been constructed on the three levels: philosophical methodology, general methodology and specific methodology. The main methods of philosophical methodology of engineering management include seeking truth from facts, contradiction analysis, unity of knowledge and practice, unity of truth and value and dialectical thinking. The general methodology of engineering management is represented by system science, information science and mathematical methods. The main methods of the specific methodology of engineering management are composed of case study and other nine methods. This framework is not absolute as the methods of system engineering and project management are extended to all the three levels.

    Chronic non-communicable diseases have become a major threat to humanity. International studies have shown that of 57 million deaths worldwide in 2008,63 %(36 million) were caused by chronic non- communicable diseases of which 80 %(29 million)occurred in low and middle income countries. The WHO predicts that if the current situation continues to develop,the annual number of deaths due to chronic non-communicable diseases will increase to 55 million in 2030. As acceleration of industrialization,urbanization and population aging processes and rapid changes of national lifestyle,the morbidity and mortality rates of chronic diseases are showing a rapid growth trend in China. Therefore,dealing with the prevalence of chronic non-communicable diseases is becoming one of the current major issues that must be considered as soon as possible in China. On the basis of summarizing the status of major chronic diseases in China,analyzing the key issues and key factors in chronic disease prevention and control and studying and summarizing the experience from the previous projects,this paper proposes the following recommendations for the strategies for chronic disease prevention and control and relevant system construction that China should adopt and develop:All relevant government departments should formulate corresponding policies;establish a coordinated and efficient work system with rational structure and clear division of tasks and responsibilities within the system;implement the development of“integrated medicine”in system,work norms and requirements and thereby improve the performance and efficiency in chronic disease prevention and control in China.

    In recent years, frequent haze weather makes PM2.5 becoming the public hotspot. The control of PM2.5 has been added in the 2012 release "ambient air quality standard". Under the situation that our current flue gas pollutant control technology is difficult to remove PM2.5, the development of the Flue Gas Pollutants Deep-removal Technology (DRT) for Coal-fired Power Plant for deep-removing PM2.5, SO2, SO3, heavy metals and other pollutants, is becoming an urgent problem. Basing on the analysis of the necessity and existing problems of developing DRT suitable for China, this study focused on the PM2.5 removal technology, low NOx emission of ultra supercritical boiler under full load, and the adaptability of SCR working temperature. Finally, introduces the flue gas pollutant removal system with an example of a 2×660 MW supercritical power plant, and analyses the Roadmap of development of DRT for 1 000 MW ultra supercritical unit.

    Internationalization of nonferrous metals enterprises is an important way to optimize resources allocation in a world scale, as well as a strategic decision to realize their own sustainable development. This paper has analyzed the development status of internationalization of Chinese nonferrous metals enterprises from four following perspectives: types of international resources acquisition, evolution of international investment location, innovation of international operation and degree of internationalization. In doing so, it aims to identify development gap between Chinese nonferrous metals enterprises and large foreign ones. The paper has therefore raised four key issues for attention: 1) a single motive of internationalization has caused disintegration of national resource security and enterprises growth; 2) weak risk management capacity calls for improvement in decision-making and implementation capability for overseas mining projects; 3) lacking of strategic coordination among enterprises leads to difficulties in gaining from collaboration.4) due to imbalance in dual obligations’ constrain and motivation, it is desirable to tolerate failures of overseas mining projects at a certain level for the governance of national assets.

Ecological protection is the premise of engineering development, and the ecological engineering construction is promoted by economic development. The protecting and mining of rare coking coal resources is a unity of oppisites. The companies of producting coking coal must pursue both immediate and long-term interests, especially the old mining, so the company should resolve the conflict between the scarcity of resources and the growth of demands by implementing limited exploitation, increasing resource recovery and efficiently recycling of coking coal resources to build the big-vertical-deep industry group. The conflict between frequent accidents and high input of existing security control promotes the development of security theory and technology, the transformation of security theory and technology from system security to structural security is a inevitable process of development.

    In order to manage the complex large-scale systems engineering of technical support of warship equipment, a method was provided to identify and refine the object of technical support combined with the features of integration, systemic, and complexity for technical support capacity building. The trends and requirements of army-civilian support were analyzed to establish the task deconcentration model, which is based on the degree of standardization, technological, unilizational, and support risk. The management framework and road-map were dicussed according to systematic capacity architecture. The engineering application shows that the programing can be adapted to requirement of technical support of warship equipment in new situation, which can keep the operational availability. It promotes the formalization and standardization of engineering management to enhance the quality and effect of technical support.

    In consideration of the uncertainty of PPP project benefit, firstly a relative index to describe the operating compensation for the project is introduced to design a single period compensation contract based on the government’s need. Then based on the fact that the private investment variable can’t be included in the contract, a game model between the public and private sector is proposed to explore the contact’s optimal form, incentive effect and valid condition respectively from the centralized and disperse decision-making. The research results show that the obtained optimal contract can encourage the private investor to choose the same optimal investment scale as the government’s centralized decision-making, and share both risks and revenues with the government. However, the valid compensation must satisfy the project’s social welfare constraint, which implies the valid compensation should be adapted to different actual scenes for PPP project.

    This paper analyzes the significance of organization management to the companies and the relationship between the enterprise organization structure design and information transfer. The differences of organization structures between construction companies at home and abroad are compared. The information entropy model is used to evaluate the structure from two aspects as efficiency and effectiveness of time transmission. Based on this model, Kajima Construction Group and China Railway Construction Corporation are evaluated.

    Learning from foreign experience in rent pricing of public rental housing, pricing strategyis developed; On the analysis of REITs public rental housing rents constitute, consulting the basic theory of ordinary housing price methods, the integrated pricing method is used to construct a scientific pricing model, taking into account costs and housing characteristics, and applying to the relatively high income groups or temporary low income in low-income groups. Considering the direct cost of the project construction, occupancy diversity demand and public expect of investors, the pricing model integrates multi demand, to provide basis for formulating scientific and reasonable rent.

    Externality exists in the field of existing commercial residential buildings energy-saving retrofit which hinders the implementation of energy-saving in-depth. To build the externality calculation method in order to provide the necessary basis for the internalization of externality and the establishment of energy-saving externality repayment mechanism. To describe the causes and manifestations of energy-saving externality by economic theory and method. To propose the calculation method on the basis of identifying the externality donors and acceptors. To demonstrate the applicability of the calculation method externality through case analysis. The conclusions show that the externality should be reduced or eliminated; the necessary means should be adopted to internalize the externality of energy-saving retrofit by building a unified external energy saving calculation method, establishing energy-saving retrofit externality repayment and energy savings trading mechanism.

    The life cycle integration management of the large-scale public utility construction projects refers to the process integration of every stage of the project from decisions, planning, design, implementation, operation, maintenance to the end. In this paper, in order to realize the full life-cycle target system, we studied the whole process integration management and the interrelation of different assignments in different phases. The full life-cycle process integration model of large-scale public utility construction projects was proposed. And on this basis we discussed the support conditions of full life-cycle process integration of large-scale public utility construction projects so that the project can achieve balance and harmony in the whole life cycle as well as the investment benefit and social service function can be further improved.
