摘要:

本文探讨了线状要素自动注记的几个关键问题,提出利用注记参考线计算线状要素的注记定位线,同时提出Douglas算法进行注记参考线的动态分段,利用动态分段的结果集获取线状要素的平滑位置作为候选注记位,在此基础上获取注记中每个字的备选位置以及评分,最后采用禁忌算法解决注记之间的冲突,从而较好地解决了线状要素注记不可见或表达模糊的问题,实现了自动注记输出的完整性和美观性的统一

An adaptive policy-based framework for China’s Carbon Capture and Storage development

China’s political leadership has taken an increasingly public and proactive stance on climate change since 2014. This stance includes making a commitment that Chinese carbon dioxide (CO2) emissions will peak around 2030 and enacting measures through the 13th Five-Year Plan to support energy efficiency, clean energy technology, and carbon management. Chinese policymakers consider carbon capture and storage (CCS) a critical bridging technology to help accelerate the decarbonization of its economy. This paper reviews and analyzes Chinese CCS support policies from the perspective of an adaptive policymaking framework, recognizing uncertainty as an inherent element of the policymaking process and drawing general lessons for responding to changing circumstances. Notably, the political support for CCS in China remains fragmented with uncoordinated government leadership, undecided industry players, and even with opposing voices from some leading scientists. There is scope for expanding the framework to provide more granularity, in particular relating to the development of a CCS infrastructure and the development of storage-focused CO2-EOR. Overall, given the role CCS can play to decarbonize China’s power and other industrial sectors, a commitment to CCS from top policymakers and major stakeholders is needed.

Construction engineering management culture shift: Is the lowest tender offer dead?

摘要: The procurement of public construction projects must walk a fine line between the corruption of state officials and collusion of contractors. The method of awarding projects to the lowest responsible tenderer was originally implemented to guard against corruption of state officials. However, an investigation of the construction industry in the Canadian province of Quebec showed that lowest-tender-offer procurement gave rise to collusion of companies tendering for the contracts. Alternatively, best-value procurement has been used for decades, but here problems arise owing to the necessity of subjective judging of measures other than price to compare bids, giving rise to time- and money-consuming protests. The paper proposes a compelling argument that the construction engineering management (CEM) culture should refocus its efforts on enhancing project cost certainty rather than merely searching for means to design a project in a manner that produces the lowest initial cost, and awards the construction to the lowest tender offer that focuses on cost savings during the project development and delivery process. The difference in the two approaches is subtle but extremely important. To make the transition, the engineering management tools must be advanced to the next level. This means that all project control tools for managing cost, schedule, and technical scope must be transformed from working in the deterministic mode to the stochastic mode, thus making the probability of completing the project within or below its official budget the primary decision criterion. To do so, CEMs must accept that there is a benefit in paying more for an alternative that increases cost certainty for the entire project. The authors of this paper hope that it will provide the grist for a more general dialog across all industry sectors where engineering management is practiced.

On secondary new particle formation in China

摘要: Formation of new atmospheric aerosol particles is a global phenomenon that has been observed to take place in even heavily-polluted environments. In China, new particle production has been observed at very high pollution levels (condensation sink about 0.1s ) in several megacities. A holistic scientific understanding on the atmospheric phenomena associated with air quality as a whole, as well as on the connection between air quality and climate, is lacking at the moment.With a network of observation stations, we will be able to understand the interactions and feedbacks associated with the urban pollution mixture, and ultimately, are ready to make targeted strategies for the pollution control. This paper summaries the recent advances in studying secondary new aerosol formation in China and shows how increased process-level understanding will help us to understand air quality-climate-weather interactions and how the feedbacks and interactions affect the air quality in highly-polluted environments such as those frequently encountered in Chinese megacities. Formation of new atmospheric aerosol particles is a global phenomenon that has been observed to take place in even heavily-polluted environments. However, in all environments there appears to be a threshold value of the condensation sink (due to pre-existing aerosol particles) after which the formation rate of 3 nm particles is no longer detected. In China, new particle production has been observed at very high pollution levels (condensation sink about 0.1 s ) in several megacities, including Beijing, Shanghai and Nanjing as well as in Pearl River Delta (PRD). Here we summarize the recent findings obtained from these studies and discuss the various implications these findings will have on future research and policy.

Energy budget and economic analysis in conventional and organic rice production systems and organic scenarios in the transition period in Iran

摘要: Compared to conventional agriculture, organic agriculture is reported to be more efficient and effective in reducing water and soil pollution, greenhouse gases (GHGs) emission and risk of human health. In additional, field management under organic condition can be useful for increasing energy efficiency. Rice is one of the important crops which are cultivated in two forms, organic and conventional, in Iran. In order to compare the energy efficiency and economic analysis of rice production in organic and conventional systems in Iran, needed information was collected by face-to-face questionnaire in 2011 and three scenarios were designed to predict the changes of energy budget and economic analysis in the transition period that included: 25%, 50% and 75% organic management in rice production. The results showed that all energy indexes were improved in organic rice production compared to conventional condition. Higher values of benefit to cost ratio, gross and net return and lower value of total cost of production were obtained from organic rice production which indicated that the organic management of farm improved economically in comparison with the conventional rice production system. The shares of direct and renewable energies were increased by approach to organic management. Increase in energy efficiency and productivity was predicted for the transition period but decrease trend in economic indexes was projected for this period in all scenarios. The main reason for decreasing economic indexes in organic scenarios was that the market price of organic rice was the same as that of conventional rice in the transition period.

摘要: 因此,本研究提出了一种通过简单的微流控方法制备的新型分级结构蛋白石多孔支架,用于促进3D细胞共培养。该支架是基于微流控乳液液滴模板和惰性聚合物聚合的复合概念构建的。该分级结构蛋白石多孔支架为3D细胞培养甚至仿生组织的构建奠定了基础。

摘要: 本文围绕磁约束聚变中子源开展了磁场位形、加热方案设计与相关计算,分析了场等离子体在两级级联磁压缩后的等离子体温度、密度演化过程及相应的中子产额,并研究了考虑双流体效应与有限拉莫尔半径效应后场等离子体倾斜模研究结果表明,该中子源有望获得年均2 MW/m2以上的高通量密度的聚变中子,能够满足商业聚变示范堆材料测试要求;经功率估算显示,基于场位形进行两级级联磁压缩的新型聚变中子源方案还具备成为氘氘脉冲聚变能源的应用前景

退火-遗传算法寻优及其实现

摘要:

分析了遗传算法及退火算法的优缺点,提出用退火算法改进遗传算法局部的最优值搜索效率低问题。退火算法与遗传算法融合后,使算法在寻优结果上更加迅速精确。通过水泥的配比工程实例,与单纯的遗传算法的结果进行对比,说明该方法是有效的。

背包问题的混合粒子群优化算法

摘要:

经典的粒子群是一个有效的寻找连续函数极值的方法,结合遗传算法的思想提出的混合粒子群算法来解决背包问题,经过比较测试,6种混合粒子群算法的效果都比较好,特别交叉策略A和变异策略C的混合粒子群算法是最好的且简单有效的算法对于目前还没有好的解法的组合优化问题,很容易地修改此算法就可解决。
