Abstract: As the fifth-generation (5G) mobile communication system is being commercialized, extensive studies on the evolution of 5G and sixth-generation (6G) mobile communication systems have been conducted. Future mobile communication systems are evidently evolving toward a more intelligent and software-reconfigurable functionality paradigm that can provide ubiquitous communication, as well as sense, control, and optimize wireless environments. Thus, integrating communication and localization using the highly directional transmission characteristics of millimeter waves (mmWaves) is a promising route. This approach not only expands the localization capabilities of a communication system but also provides new concepts and opportunities to enhance communication. In this paper, we explain the in mmWave systems, in which these processes share the same set of hardware architecture and algorithms. We also provide an overview of the key enabling technologies and the basic knowledge on localization. Then, we provide two promising directions for studies on localization with an and model-based (or model-driven) . We also discuss a comprehensive guidance for location-assisted mmWave communications in terms of channel estimation, channel state information feedback, beam tracking, synchronization, interference control, resource allocation, and user selection. Finally, we outline the future trends on the mutual assistance and enhancement of communication and localization in integrated systems.

Strategic Study of CAE 2006, Volume 8, Issue 10,   Pages 19-30

Abstract:

The rapid development of terrestrial network technologies and the increasing complexity of space missions have generated a strong demand to extend the internet to space and to establish an integrated space-ground network system, and technologies today have already provided feasibility for doing so. The current situation in China is that space-ground protocols are not unified for different spacecraft in spaceflight missions. Space mission data can not be shared and the integrated data utilization ratio is still low. This paper analyzes the demand of future space missions and demonstrates the significance for China to develop its integrated space-ground network system. Status quo of space-based network system abroad is introduced. A concept on the overall objective, composition, network system architecture, and network protocols is proposed. Some key technologies are analyzed. Finally, suggestions are given regarding the steps of development.

Guo Dongming

Strategic Study of CAE 2011, Volume 13, Issue 10,   Pages 47-57

Abstract:

With the expansion of high-end equipments and products, performance tolerance standard of some equipments and products becomes more and more high. In this case, a large number of high performance parts come into being. The machining of these key parts has changed from pure geometric accuracy requirements to performance-geometry integrated precision machining requirements under the premise of taking performance requirements as a primary target. Such high performance parts often have complex surfaces and ultra-high machining accuracy, and consequently use difficult-to-cut materials with supper-hard, supper-brittle or supper-sticky characteristics. Due to the case that the part performance has complex coupled effect with many factors such as part geometry and material, it is rather difficult to manufacture with a high precision when using traditional machining processes, which often lead to high rejection rate, low machining efficiency and particularly out-of-tolerance part performance. For satisfying the requirement of manufacturing industry, a new digital machining way for high performance key parts is presented in this paper. The characteristics and classified system of high performance key parts are described. Then reasons of high product rejection rate using experiential method and connotations of positive digital machining of complex surfaces are subsequently expounded. Key issues and their research statuses, existing problems and solving measures of positive machining technologies are finally discussed in detail. It provides an effective reference and guidance for the establishment of performance-geometry integrated machining principle, method and process technologies, and then as a result to solve the issue of the precision manufacture of high performance parts.

Abstract:

As public health emergencies become increasingly complex and frequent worldwide, modernization of the public health emergency system is urgently required for improving the overall security level of a country; it is also crucial for the modernization of the national governance system. In this study, we summarize China’s response to public health emergencies from three aspects: epidemic surveillance and reporting system, sentinel surveillance and multipoint trigger mechanism, and mobile terminal application for individuals. Moreover, we explore the development paths for precise control and integrated management of public health emergencies and propose corresponding suggestions. Specifically, precision control can be realized by combining the following aspects: temporal and spatial modeling and calculation for the epidemic, epidemic data collection and information statistics, grassroots community prevention and control, and emergency resource supply. Integrated management should focus on: collection and perception of social governance information, data analysis and calculation platforms, rapid response and command at the grassroots level, epidemic monitoring/early warning/prediction, and continuous risk assessment. Furthermore, we suggest that China should strengthen information technology to enable epidemic prevention and control, improve its epidemic monitoring and reporting system, and build an integrated prevention and control system for public health governance.

Strategic Study of CAE 2022, Volume 24, Issue 1,   Pages 104-112 doi: 10.15302/J-SSCAE-2022.01.011

Abstract:

The Yellow River Basin is an important ecological barrier for China; the ecology there is sensitive and fragile and ecological problems are severe in some regions. Therefore, it is necessary to conduct a systematic planning of ecological management and address prominent problems for the basin. To further promote the ecological protection and high-quality development of the Yellow River Basin, this article analyzes the major challenges regarding ecological protection in the region and summarizes the major problems there from the aspects of investment in ecological management, construction of ecological monitoring networks, and modernization of ecological management capacities. Based on this, we propose a strategic system framework for integrated ecological governance in the Yellow River Basin led by major projects. The integrated ecological governance should consider the spatial differentiation of upper, middle, and lower reaches and adhere to the principle of systematic design. Moreover, measures need to adapt to local conditions, and land and water should be linked for joint prevention and control. Additionally, major projects are required to lead the integrated governance, including mountain–river–forest–farmland–lake–grass–sand integrated protection, environmental pollution comprehensive control, and ecological management modernization projects. Considering the urgency and necessity of solving current ecological problems, we propose the following suggestions: (1) establishing an ecological management project library, (2) implementing major projects in stages and in batches, (3) conducting entire-process supervision and effectiveness evaluation of major projects, and (4) strengthening scientific and technological support for the major projects.
